All* Above All Reacts to FY26 House Labor HHS Appropriations Bill

Yesterday, House Republicans moved forward with their FY26 Labor, Health and Human Services, Education, and Related Agencies (Labor HHS) appropriations bill, packed with harmful and out-of-touch measures that would strip millions of people of access to essential health care and jeopardize reproductive services that patients count on every day.

In response, Nourbese Flint, President of leading abortion justice organization All* Above All, issued the following statement:

“Once again, anti-abortion politicians are attacking the basic foundation of reproductive care. This appropriations bill includes the Hyde Amendment, keeping abortion coverage out of the hands of folks who are just trying to make ends meet. Not only that, but it defunds clinics like Planned Parenthood, taking away critical reproductive health care from hundreds of communities, and attacks the basic information that providers can share about reproductive health care.

This bill will cost people their health, their control over their bodies, and their ability to make plans for their families and future. All* Above All will continue to fight against the policies in this appropriations bill and against any anti-abortion politician who thinks they have the right to take away people’s basic bodily autonomy.”

All* Above All led a letter signed by 66 organizations urging lawmakers in Congress to reject these attacks and protect access to care.

The FY26 Labor HHS Appropriations Bill: 

  • Includes the Hyde and Weldon Amendments, which ban abortion care coverage under Medicaid and keeps access out of reach for those just trying to make ends meet. 
  • Defunds reproductive care providers and clinics, namely Planned Parenthood, continuing the attacks from the “Big Ugly Bill.”
  • Attacks Title X funding and bars grantees from giving out information about abortion care
  • Attempts to stop Title X programs from referring patients to abortion care.
  • Attacks the Biden Administration’s Executive Orders 14076 and 14079, which worked to protect reproductive health access after the Dobbs decision. 
  • Explicitly bans Medicaid and other funds in the bill from covering gender-affirming care
  • Blocks funding for public schools that protect trans athletes.
