All* Above All Applauds Governor Moore for Signing New Law to Create Grants to Fund Abortion Services

May 13, 2025

Maryland Governor Wes Moore will sign 170 bills into law today, including the Maryland Public Health Abortion Grant Fund Bill (HB930).

The law gives the Maryland Department of Health access to $25 million for an abortion grant program to help providers pay costs for the uninsured and underinsured. The money comes from part of the federal Affordable Care Act that has collected fees from insurers to pay for abortion services for their policyholders.

“The Maryland Public Health Abortion Grant Fund Bill is more than just good policy–it’s a bold declaration that no one should be denied care because of where they live, their immigration status, their income or their zip code,” said Lexi White, Director of State Strategies at All* Above All, a leading abortion justice organization that has been actively supporting the legislation on the ground in Maryland. “By investing in abortion infrastructure and removing financial barriers to accessing reproductive care, this law moves us closer to a future where all people–especially those most impacted by systemic inequities–can get the care they deserve. This is what it looks like to put communities and public health over politics. We hope other states follow suit in the face of relentless attacks on essential health care for those who need it most.”

“The passage of this bill upholds the will of the people,” said Delegate Lesley Lopez, the lead sponsor of the measure. “When Marylanders overwhelmingly approved Question 1, they made it clear: reproductive rights—including abortion—are not up for negotiation. This new law will remove financial barriers and political roadblocks, ensuring access to essential care. By reimbursing providers for abortion costs regardless of a patient’s residency, immigration status, or insurance coverage, Maryland is keeping our clinics open, strengthening our provider network, and encouraging new facilities in underserved areas. This is equity in action.”

“Maryland is an established leader in protecting reproductive freedom, and this bill reaffirms our commitment to ensuring care for all who need it,” Lopez continued. “I urge the 26 other states with insurance premium surpluses to follow suit, using these funds to expand access to critical health services. As reproductive rights face mounting attacks, states must act. I stand ready to help advocates and fellow legislators turn this vision into reality.”
