Position Title: Policy Manager
Location: Preference for Washington, D.C.
Reports to: Director of Federal Strategies
Status: exempt

Position Summary
The Policy Manager works with the Directors of State and Federal Strategies to develop
proactive and defensive strategies to end the Hyde amendment and related abortion policy.
They will work with the Directors to advance state and federal advocacy efforts that increase
access to abortion for low-income women and help create a culture shift with new frames and
messages that support abortion access and reproductive justice. The Policy Manager will work
closely with both the Federal and State teams by providing input on strategies and managing
day-to-day activities of the policy teams. As a member of the All* Above All team, the Policy
Manager will also participate in campaign-wide events and programs as requested. The position
reports to the Director of Federal Strategies.

Responsibilities
● Cultivate and sustain excellent working relationships with Congress.
● Assist Director of Federal Strategies with federal coalition meetings.
● Support in legislative and administrative policy analysis and response as needed.
● Liaise across strategy areas to ensure integration of All*’s campaign priorities.
● Manage and implement campaign strategies in key states.
● Work with state partners and Director of State Strategies to develop state strategies
such as policy development and implementation, coalition building, and communications.
● Perform duties, as necessary, as a member of the All* Above All team.
● Other tasks assigned by the Director of Federal Strategies.
● Travel (up to 25%) as needed.

Essential Education, Experience, Knowledge, Skills and Ability
● At least one to three years of experience in legislative affairs, government relations,
policy, or advocacy at the state or federal level.
● An understanding of and commitment to Reproductive Justice and ensuring access to
abortion for all people regardless of income.
● A strong track record of developing and maintaining meaningful working relationships
with a diverse group of stakeholders.
● Excellent written and oral communications skills.
● Ability to multitask and shift priorities; aptitude for working under tight deadlines amidst
competing priorities.
● Ability to excel in a fast-paced, team-based, participatory environment as well as work
autonomously.
● Effective project manager with attention to detail.
● A proven ability to analyze complex issues.

● A passionate belief in Reproductive Justice.
● Experience working on issues impacting low-income women, women of color, young
women or immigrant women, including reproductive justice or economic justice.
● A strong commitment to culture shift, organizing and movement building
